Project Description

North America Distribution and SPLC currently have 120 assets that are regulated by various governmental agencies (EPA, DOT, Coast Guard, etc). As part of compliance, the business is required to maintain a variety of Facility Response Plans (FRP) by asset. Dependent on the agencies involved (local/State/Federal) this can result in up to 5 plans per asset. In addition, the facilities are required to document and file updates to the FRP with the respective agencies, in some cases within 48 hours. Furthermore, changes to plans that involve the Qualified Individual must be updated and submitted within 24 hours. Non-compliance can result in damage to reputation, as well as punitive penalties of $25K per day, per incident.

The scope of this project is to identify an end to end IT solution that can facilitate the FRP creation and maintenance so as ensure regulatory compliance is sustainable. The drive is compliance, but expected benefits include expedited routine revisions (i.e. personnel, phone number changes), reduction of maintenance costs (i.e. manpower), and the possible inclusion of the Incident Action Plan (IAP) feature for Emergency Management.

As a data point, current third party costs to manually update FRPs are estimated at $250K per annum. In addition, previous personnel utilized to facilitate the manual process are no longer in place due to recent staff reductions, so the risk of non-compliance has increased.

This proposal will enable a high-level option analysis study to look at the potential options including any solutions in our current portfolio. The deliverables for this study are:

• Fully document the current end to end as is business process and functional business requirements
• Documented FRP process requirements and translate into IT technical requirements and deliverables
• Work with the appropriate IT architects and Streamline focal points to assess current portfolio options and agree new IT solution if required
• Recommendation to the identified steering committee/stakeholders for a go-forward strategy
• Selection of a single option by the steering committee
• Submission of a follow-up Business Release enabling the delivery of the IT solution with timeline and costs
